Permit & License Applications
Cost: $10 plus $1 per thousand spent on the project.
Must contact 811 before project if you are digging.
New homes and businesses can apply for the Neighborhood Revitalization Program through Osborne County.
Apply to operate a golf cart or atv/utv on city streets
You must provide a valid driver's license for each driver on the application and provide proof of insurance coverage.
Cost: $25 per driver
Apply to operate your contracting business in the city limits of Downs.
Each application must also have a copy of insurance coverage.

Dog Tags
The City of Downs allows 2 dogs per residence (per Ordinance 923)
Each dog must be registered on an annual basis by April 30th.
Spayed/Neutered = $5.00
Not spayed or neutered = $10.00
Late fee = $15.00 (effective May 1st)

Downs Carnegie Library
This is one of 21 Carnegie Buildings still acting as a library in the state of Kansas. Check out the wide variety of books while checking out our history.

Downs Memorial Hall
Downs Memorial Hall has been operating for 100 years! It's host to the annual Storytelling Festival, TreeFest, melodramas, and many family gatherings.
If you would like to rent the Hall please contact the City Office to reserve your dates and fill out our lease agreement.

Downs City Parks
Downs has a park located downtown behind the City Pool with playground equipment and benches. Roadside Park is located off Highway 24 with playground equipment, pickle ball courts, disc golf course, and ball fields with concession stand.

Downs City Cemetery
Downs City Cemetery is located off of Highway 24 on the west side. The city is responsible for the sale of plots and the upkeep. During Memorial Day weekend you can see all the new American Flags honoring our local veterans.
